Renovation of a fitness / recreation center in Aurora, Colorado. Conceptual plans call for the renovation of a fitness / recreation center.
1.0. Objective: The objective of this Performance Work Statement (PWS) is to upgrade and expand upon the existing Smartnet 24/7 Physical Access Control System (PACS) in the Buckley Space Force Base (BSFB) Fitness Center. The Force Support Squadron (FSS) manages the Fitness Center and is the requirement holder for this project. PACS is a critical support system for the security and safety of the gymnasium facility, personnel, patrons and all associated equipment. The existing system was originally installed in 2016 and only covers a third of the facility. The proposed plan requires additional cabling to support cameras in the main hallway to enable viewing access into the lower level of the gymnasium (east and west sides), the front lobby, the main hallway in the westward direction, in the aerobics room and both lower level weight rooms. The existing system will also be upgraded with new cameras and DVRs. 1.1 Clarifications/Exclusions: o Proposal is subject to mutually agreeable contract terms. o A standard commercial warranty shall be provided at no extra cost or the aspects of a standard commercial warranty for the expansion shall be covered under the current warranty for the existing system. 2.0. Background: The 24/7 expansion will open the facility to more patrons, especially shift workers, and will grant access to work out areas previously inaccessible during unmanned hours. Safety conducted a Risk Assessment in 2021 and approved the 24/7 expansion. The requested funding will cover the costs of labor, materials, and travel expenses necessary to install the cabling, cameras, DVR, CAC readers and program management needed to expand the 24/7 system throughout the entire facility. SmartNet is the sole source provider for this system and is the current contractor for the 24/7 maintenance contract and previous install. If another vendor adds to the system, it will null and void the existing system warranty and jeopardize the PIT certification. 3.0 Scope of Work: The contractor shall provide a completed, operational, 24-7 PACS integrated with the existing Smartnet 24/7 PACS. This includes all items in the PWS section 3.1, labor, materials, travel, delivery, disposal and any other necessary work, products, or items to complete the project. A site visit is mandatory to ensure a proper time schedule for the level of work, for an accurate quote and to confirm compatibility with the current system. If a site visit has previously been conducted an additional one is not required but if a site visit is needed the contractor will coordinate with contracting to set a date. Hours of work will be determined upon award. 3.1 General Requirements: The contractor will provide: o 10(ten) new cameras to expand surveillance of the facility. o 16(sixteen) upgrades to existing cameras previously installed. o 2(two) additional CAC readers. o 1 (one) DVR upgrade 4.0 Base Access: All employees accessing Buckley AFB must be citizens of the United States and meet all requirements to enter and work on a United States Military Base. Current vehicle registration, current proof of insurance and a valid driver's license must be presented to the contracting specialist or contracting officer at least 5 business days before coming on base so that all vehicles can be registered. 5.0 Delivery Address: Buckley Fitness Center 17890 E.
