Submit questions regarding the Invitation for Bid in writing to the Issuing Office at no later than May 31, 2022 at 12:00 P.M. Eastern Standard Time. Remove and replace existing HVAC systems at Saunders Elementary School located at 853 Harpersville Rd., Newport News, Virginia 23601. The Work generally includes but is not limited to the following: 1. The demolition of (32) existing packaged roof top heating, ventilating and air conditioning units. Removal of (2) split system air conditioning units. Selective demolition of hot water piping, abandonment of finned tube wall mounted radiant heaters. Removal of roof mounted relief hoods and replacement of general exhaust fans. 2. Provide new packaged rooftop heat pump air conditioning units with hot water auxiliary heat. Provide curb adapters to affix new rooftop units to existing curbs where shown. Provisions for (3) new rooftop units and associated roof curbs. Cap open outlets where relief hoods were demolished. Provisions for new general exhaust fans. 3. Provide new building automatic temperature controls system. 4. Provisions for new ceilings in select locations, replacement of tile where indicated. 5. Structural work related to the replacement of and installation of new rooftop units as indicated. 6. Electrical work associated with the replacement of HVAC equipment, and provisions for a new emergency generator. The Contractor will be subject to Liquidated Damages per the following terms and conditions: 1. Liquidated Damages, $1,000 per day, if the Contractor fails to achieve Substantial Completion as certified by the Engineer-of-Record for the project by August 15, 2023. 2. Liquidated Damages, $1,000 per day, if the Contractor fails to achieve Final Completion as certified by the Engineer-of-Record for the project by September 15, 2023. Liquidated Damages shall be enforced for each calendar day until work tasks are satisfied as determined by the Engineer-of-Record and the Owner. If the Owner terminates the Contractors right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination for Cause clause. Each Bidder shall submit with its bid that is $100,000.00 or more, a bid bond from a surety company selected by the Bidder that is authorized to do business in Virginia, or cashier's check, payable to Newport News Public Schools equal to five percent (5%) of the total bid price.
