This sources sought notice is prepared in accordance with the requirements at FAR 5.207, Preparation and transmittal of synopses. The Bureau of Land Management (BLM)Oregon State Office seeks qualified capable vendors to establish Blanket Purchase Agreements (BPAs) described herein, under FAR Part 13 procedures. FAR 12 commercial item clauses and provisions will apply to any BPA issued. The BLM will award BPAs with any qualified, responsible vendor who can supply the required products specified herein. Vendors are responsible for demonstrating, via its submission, its qualification to supply one or more products listed in Attachment 1 Product Offerings Worksheet and for demonstrating acceptable past performance. The BLM - Oregon State Office anticipates establishment of single and /or multiple award Blanket Purchase Agreements (BPAs) for firm fixed price commercial items supplies for Hotmix Asphalt Concrete (Hotmix) and Catonic Emulsified Tack Coat for pick up by government within the state of Oregon in accordance with FAR Part 12 terms and conditions. Award of a Blanket Purchase Agreement does not guarantee an order will be made. If selected for a BPA, the vendor shall furnish either Hotmix Asphalt Concrete or Catonic Emulsified Asphalt Concrete (Tack Coat), or both. The applicable product service code is 5610 Mineral Construction Materials, Bulk under NAICS 324121, Asphalt Paving Mixture and Block Manufacturing, size standard 500 employees. It is not necessary that your firm offer both products, but it is required that you specify which of the products from that your firm offers. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This opportunity is 100% set aside for small business under NAICS 324121, Asphalt Paving Mixture and Block Manufacturing, size standard 500 employees. BPAs awarded will serve the BLM's four western BLM districts within the State of Oregon: Medford, Roseburg, Coos Bay, and Northwest Districts, as well as BLM Klamath Falls Resource Area and BLM Lakeview District. The anticipated performance period for each BPA is from July 2022 through July 2027. The required delivery date for orders under this BPA is not known at this time; the BLM will place orders under BPAs as the need arises. There are no guaranteed orders; receipt of a BPA does not guarantee an order will be placed. Delivery is not required; government shall pick up all supplies in government vehicles at the BPA holders batch plant, quarry, pit location or designated facility and government staff will haul to the required government destination. Anticipated BPA line items of BPAs are as follows: CLIN 0001 Hot Mix Asphalt Concrete, ODOT Class C, 1/2 " Dense, Level 3, unit of issue, tons; CLIN 0002, Catonic Emulsified Asphalt (Asphalt Tack Coat), unit of issue, tons. Estimated Value of BPA: The potential total aggregate amount of all purchases under this BPA is not expected to exceed $2 million per BPA over 5 years. The frequency of purchases may be up to a maximum limit of $2 million per year per BPA; it is not known how many BPAs will be established and there is no guarantee an order will be placed. The Government is obligated only to the extent of authorized purchases actually made under the BPA. Purchase Limitation: BPA calls shall be no less than $10,000.00 with a maximum limit per purchase of $250,000.00. Individual BPAs will have a maximum limit of $10 million over 5 years. Below is a list of Government facility locations where the Hot Mix Asphalt Concrete and Catonic Emulsified Tack Coat are needed. Government will pick up at contractor's plant and haul to destination. Hood National Forest Headquarters 16400 Champion Way, Sandy, OR 97055 Sweet Home Ranger Station 4431 US-20, Sweet Home, OR 97386 Oregon Department of Forestry 23100 NW Haskins Creek Rd, Carlton, OR 97111 Medford District, 3040 Biddle Road, Medford, OR 97504 Brookings City Hall, 898 Elk Dr., Brookings, OR 97415 Qualifications requirement: The basis of award will be respondents who demonstrate their capability to successfully provide one or more products in Attachment 1 Product Offerings Worksheet with acceptable past performance. To be determined technically acceptable for a Hot Mix BPA, your firm must supply evidence your Hot Mix Asphalt Concrete products meet the specification set by Oregon Department of Transportation (ODOT) Class C, 1/2 Dense, Level 3 (or equivalent). To be determined technically acceptable for a Catonic Emulsified Ashphalt (Tack Coat) BPA, your firm must supply evidence your Catonic Emulsified Asphalt (Tack Coat) meets the requirement of Oregon Department of Transportations (ODOT) Standard Specifications for Construction 2021 Edition, Section 00705.11 Emulsified Asphalt Prime Coat, and Section 00730.11 Materials Emulsified Asphalt. Past performance will be rated acceptable/not acceptable. Authorized users of the anticipated BPA shall be any warranted Contracting Officer within BLM. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is strongly recommended you check your firm's registration status at www.sam.gov. Firms without an active SAM registration will not be considered for BPA award. To be considered for a BPA: Capabilities submissions shall be in two (2) sections. Section I is Technical (You must fully fill out Attachment 1 Product Offerings Worksheet). Section II is Past Performance. Offerors shall provide information on up to three (3) previous jobs whose effort was relevant to the supplies herein; the contracts provided where performed within the last three (3) years. The information shall include contract numbers (if the work was performed for a federal entity), point of contact with telephone numbers and email addresses of contacts who can speak to your companys performance. The Government may review any past performance information submitted and from any source available. These sources include, but are not limited to, the Past Performance Information Retrieval System (PPIRS), points of contact from previous projects, or other databases, interviews with Program Managers, and interviews with Contracting Officers. Technical and Past Performance will be evaluated as either acceptable or unacceptable. All responsible sources may respond to this notice and all responses will be considered by the agency, with first preference given to Small Businesses. If there are not at least 2 qualified small businesses to serve a stated BLM facility location, BLM reserves the right to amend this notice to make it available to Other than Small Business. Responses to this notice may result in a BPA.
