James City County is soliciting sealed competitive bids from qualified and experienced professional contractors licensed in the state of Virginia with the demonstrated capability and capacity for Richmond Road Bicycle/Pedestrian Accommodations, Safety and Storm Drain Improvement as described in this Invitation for Bids. VDOT Prequalified Contractors and/or Subcontractors are required for this project. Prequalification of Contractors and/or Subcontractors shall be in accordance with VDOT Road and Bridge Specifications, Section 102. Construction of this project shall be in conformance with the latest revisions to the VDOT Road and Bridge Specifications dated 2020, VDOT Road and Bridge Standards dated 2016, and the VDOT Work Area Protection Manual dated 2011, Revision 2.1 and the latest editions of the Virginia Erosion and Sediment Control Handbook, Virginia Erosion and Sediment Control Regulations, and FHWA Manual on Uniform Traffic Control Devices (MUTCD), including all subsequent revisions. In the event of conflict between any of these standards, specifications, or project drawings, the most stringent shall govern.
