Renovation of a water / sewer project in Addison, Illinois. Completed plans call for the renovation of a water / sewer project.

For the surface preparation and painting of coated surfaces on the First Flush Wastewater Clarifier at the North Wastewater Treatment plant Pre-Bid Meeting Details: All bidders must visit the site prior to bidding. Please see the bid documents for information on scheduling the site visit. Minorities and women-owned businesses (W.B.E.) are encouraged to participate. This is an Illinois Prevailing Wage Project. The Village of Addison reserves the right to waive all technicalities, and to accept and or reject part(s) of any or all bids which it deems advantageous. CONTRACTORS RESPONSIBILITIES - SPECIFICATIONS INTENT The Village of Addison is seeking a painting contractor to perform surface preparation and painting services on the metal components in the first flush clarifier. Surface preparation and painting will be performed on all identified surfaces. The contractor that is awarded the bid will be required to supply all materials and laborfor the project. As part of the Prevailing Wage Act, Certified Payroll reports must be submitted directly to the Illinois Department of Labor at the below website. https://www2. illinois.gov/idol/LawsRules/CONMED/Pages/CertifiedTranscriptOfPayroll.aspx Information pertaining to the Illinois Prevailing Wage Act and the most recent rates may be found at the IDOL website. https://www2.illinois.gov/idol/Laws-Rules/CONMED/Pages/prevailing-wage-rates.aspx 1. The contractor shall prepare and fix all surface issues that will be coated. Preparation shall include but not limited to: o Remove electrical plates, surface hardware, fittings and fastenings prior to painting operations. These items are to be carefully stored, cleaned and replaced on completion of work in each area. Do not use solvent to clean hardware that may remove permanent lacquer finish. o Clean surfaces of loose foreign matter. All surfaces shall be at a minimum pressure washed, to provide a suitable substrate to ensure adequate coating adhesion. o Remove mildew by scrubbing with solution of tri sodium phosphate and bleach. Rinse with clean water and allow surface to dry completely. o Remove dirt, powdery residue and foreign matter from piping and surfaces to be painted. Paint immediately; both sides when applicable << Remove dirt, oil, grease and sand if necessary to provide adhesion key, when asphalt, creosote or bituminous surfaces require a paint finish. Apply compatible sealer or primer. o Remove substances that would bleed through finished coatings. When removal is not possible, seal surface with shellac. o Painted and sealed surfaces shall include: o Removal of loose, flaking and peeling paint. Feather edge and machine tool smooth edges of chipped paint. Any surface rust shall be machine tooled to bare metal. o Clean with mixture of tri-sodium phosphate and waterto remove surface grease and foreign matter. 6. The contractor will provide the Village of Addison with paint sample colors and the color will be decided on by the North Treatment Plant Foreman. 2. All coatings applied outdoors are to be roller or brush applied. There shall be NO sprayings of coatings outdoors. If a coating is scheduled for outdoor use that requires spray application, painter shall build a tent over the items to be coated such that all overspray is contained within the tent. 7. Paint system and application: Bare metal: Primer Before any rusting occurs (within 4 hours maximum of cleaning), one coat of rust inhibitive primer. Sherwin Williams Macropoxy 646, thickness 3.0 to 4.0 dry mils Previously coated surfaces: Two (2) coats ofSherwin Williams Macropoxy 646, thickness 5.0 to 10 dry mils per coat; Top Coat: one coat of Sherwin Williams 218 HS Acrylic Polyurethane; 3.0 to 6.0 dry mils
