Each bid must be accompanied by a certified check, cashier check, or bid bond with a State Licensed Surety, in an amount not less than five (5%) percent of the total bid, made payable to Spokane Public Schools. This surety shall be forfeited in the event of failure by the successful bidder to sign a contract or to furnish the necessary one hundred (100%) percent Performance and Payment Bond. The owner reserves the right to reject any or all bids and to waive any informalities or irregularities in the bids received. The purpose of this project is to provide an integrated security system incorporating three fundamental components: intrusion detection, access control and video surveillance. Intrusion detection shall include various types of sensors, keypads, etc. hardwired to the security panel. Access control shall be access card based with access readers and electronic locking mechanism placed at selected doors. Video surveillance shall include IP based cameras and video storage via network digital video recorder (nDVR) at a central location (using the Owner's WAN). After initial programming, each component of these systems shall be monitored, supervised and controlled through a network (WAN) based access control software interface. The resulting product shall be a seamless integration utilizing a single database and a single user interface for all applications. Equipment shall match existing Galaxy/Bosch based system as stated in this Specification and Drawing package. A. Provide materials and labor to furnish and install supplemental upgrades/devices to the existing integrated security system as shown and described in the Project Drawings and Specifications. As-built drawingsshall be provided to the Owner showing actual equipment locations, raceway and cabling routing. The Owner shall have first right of refusal for all removed existing equipment. B. Security Package Proposal 1 - Replacement of existing cameras at pre-scheduled facilities: This group of facilities, as identified in the Drawings, comprise the first package which already have the Integrated Security System in place, but will have existing camerasreplaced with new AVA cameras and affiliated software enhancements. C. Future installations of intrusion, access and surveillance devices will be determined and issued as additional Security Package Proposals Requests to this Contract as determined by the Owner.
