Under the general supervision of the City Mayor or his designated representatives, Design Professional shall provide as-needed professional Energy services by Task Orders on an hourly basis. The Contract has a term of not to exceed five calendar years from the award and shall not exceed three million dollars. Professional Energy Services include, but are not necessarily limited to, prepare construction documents for projects; evaluate, measure and verify electrical and mechanical systems and their efficiencies; identify measures to increase energy efficiency, improve system operation and reduce operating cost; analyze and recommend use of renewable energy generating systems, energy storage systems, electric vehicle charging systems, and other energy related technologies, prepare and analyze load and energy data; assist in load, supply and price forecasting; analyze and recommend time of use periods and rates and rate designs and schedules for City account; assist in analysis of impacts of new and/or changing regulatory policies; perform ASHRE level 2 Audit at City facilities; assist city in applying for grant related to energy; assist in preparation of Request for Proposal (RFP); prepare performance specifications; prepare environmental documents, assist in the acquisition of various permits, provide bid and construction support services and other services necessary to complete the Tasks. These services will be provided according to City directions and in conformance with the current California Building Code/Uniform Building Code, California Title 24 Accessibility Standards, and the Americans with Disabilities Act/Americans with Disabilities Act Design Guidelines including professional standards of practice established by the City (see Section 1.1.5). This includes all amendments and revisions of these standards as adopted by the City. The City shall apply a maximum of an additional 12 points for Small Local Business Enterprise (SLBE) or Emerging Local Business Enterprise (ELBE) participation, to the proposer's subtotal maximum evaluation points. Additional points will be awarded as follows to achieve the proposer's final maximum evaluation points: a. If the proposer achieves 20% participation, apply 5 points to the proposer's score; or b. If the proposer achieves 25% participation, apply 10 points to the proposer's score; or c. If the prime consultant is a SLBE or an ELBE, apply 12 points to the proposer's score. The final maximum evaluation points including SLBE/ELBE is 112.
