This project includes milling and overlay of Coffeen Street from the City line to Massey Street and Massey Street from Holcomb Street to the Court Street Bridge. Massey Street will also have a new underdrain constructed on the west edge of roadway from the City Line to Arsenal Street. In addition, all curb ramps and pedestrian signals will be upgraded to meet ADA Standards. The project will also replace the joints of the bridge and rehabilitate the concrete deck. The expansion bearings will be restored and the girders painted. The substructures will receive concrete repairs, as well. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Mill and overlay of Massey Street and Coffeen Street Curb ramp and pedestrian signal upgrades within project limits Bridge deck rehabilitation with top mat exposure Steel girder painting and bearing restoration Concrete repairs to substructures.The DBE goal for this project is: 4%.There are no M/WBE goals for this project. All works items shall be substantially complete by September 29, 2023. The final completion date is November 11/17/2023. One shutdown is permissible prior to the completion of work. Once mobilized, the contractor shall work continuously through to the shutdown or completion. If a shutdown is utilized, once the project work has re-started, the contractor must work continuously through completion. The ADA ramp and paving work for Massey Street between Clinton Street and Coffeen Street shall be completed by November 18, 2022. The ADA ramp and paving work for Coffeen Street between the City line and Hycliff Drive shall be completed by November 18, 2022. The Contractor shall anticipate NYSDOT commencing bridge work at the Route I-81 and Coffeen Street interchange in 2023. Service-Disabled Veteran-Owned Set Aside: No Disadvantaged Owned Sub-Contracting Goal: 4%.Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. The City of Watertown reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the City of Watertown before any award of contract may be made. Receipt of bids by the City of Watertown shall not be construed as authority to bind the City of Watertown.
