The City of Port Colborne is seeking a qualified proponent (Consultant or joint venture) to complete an Urban Forest Assessment and an Urban Forest Management Plan. The Urban Forest Assessment together with the Urban Forest Management Plan (UFMP) will aim to increase, protect, and maintain the City of Port Colborne's urban forest, develop community interest in urban trees and further public health and safety. The UFMP will satisfy other goals and priorities of the City of Port Colborne including community awareness and education on the importance of urban trees, tree canopy and greenhouse gas reduction and increased development of the tree canopy in disadvantaged community areas. The successful consultant team must include team members with professional backgrounds in the following fields, including but not limited to, Arboriculture, Forestry, Planning, Landscape Architecture, and Ecology. An ISA Certified Arborist and a Registered Professional Forester are mandatory qualifications. Municipal Specialist, Board Certified Master Arborist, or Registered Consulting Arborist are preferred qualifications. The consultant should demonstrate that their team includes personnel with specific knowledge and expertise in the following areas: Arboriculture (ISA certified) Endangered Species Act Environmental and communal benefits of trees Municipal Forestry Operations Municipal Finance, Asset and Risk Management Municipal Best Practices Evaluation Ontario Forestry Act Ontario Planning Act Ontario Municipal Act Planning and Development Practices Professional Foresters Act Urban Forest Management The trees and woodlands of The City of Port Colborne's urban forest will be maintained and enhanced for the long term, in recognition of the valued environmental, social and economic services they provide. The City will work with its partners and the community in the urban and rural areas to ensure that this essential resource is managed effectively to maximize tree cover and health, increase native biodiversity, minimize risks to public property and contribute to the environmental sustainability and quality of life in the City of Port Colborne.
