Site work for a road / highway in Friday Harbor, Washington. Completed plans call for site work for a road / highway.

San Juan County is seeking contract for the installation of concrete traffic barriers and repair of existing guardrails on San Juan Island and Orcas Island in San Juan County, Washington. All work shall be performed in accordance with the Contract Plans, Contract Provisions, and WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, 2022 edition. The scope is divided into three bid schedule lump-sum items: A. All work and materials necessary to furnish and install concrete traffic barriers on Eagle Cove Drive (San Juan Island), as shown in the contract documents. Work includes mobilization, traffic control, and placement of concrete traffic barriers. B. All work and materials necessary to furnish and install concrete traffic barriers on Point Lawrence Road (Orcas Island), as shown in the contract documents. Work includes mobilization, traffic control, and placement of concrete traffic barriers. C. All work and materials necessary to repair existing guardrails, as shown in the contract documents. Work includes mobilization; traffic control; removal and disposal of damaged guardrail and posts; minor realignment of existing posts: and installing new guardrail, posts, blocks and hardware to connect to existing guardrail. Total Contract Time: Five (5) working days Amendments: Any Amendments to the Contract Provisions and Plans will be posted online. Only bidders who have notified Public Works that they are interested in supplying a quote will be notified by Public Works of any Amendments. Bidder Questions: Oral explanations, interpretations, or instructions given by anyone before the Award of a Contract will not be binding on San Juan County. Any information given a prospective Bidder concerning any of the Bid Documents will be furnished to all prospective Bidders as an Addendum, if that information is deemed by the County to be necessary in submitting Bids or if the County concludes that the lack of the information would be prejudicial to other prospective Bidders. Prevailing Wages: This project is funded with local funds; Washington State wage laws and rules apply. In preparing a bid, contractors must use the prevailing wage rates in effect for San Juan County on the date bids are due, which may be obtained from the WA State Department of Labor & Industries (WA L&I) website,or viewed in person at the Public Works office. Contractor and all subcontractors will be required to file Statement of Intent to Pay Prevailing Wages, certified payrolls, and Affidavit of Wages Paid via the WA L&I online portal. State Taxes: This municipal road construction contract is subject to WAC 458-20-171 (Rule 171) for tax purposes. Bidders shall include for compensation the amount of all applicable taxes, including retail sales or use tax on all materials, equipment and supplies used or consumed in the performance of the contract work, in each lump sum bid price (1-07.2(1) APWA GSP June 27, 2011). Insurance Requirements: Contractors shall carry and maintain a minimum of $1 million in general commercial and automobile liability insurance throughout the period of the contract, in accordance with the policies of San Juan County. Contract Bond (Payment and Performance Bond): Each successful bidder shall provide an executed contract bond for the full contract amount, in accordance with RCW 39.08.010. Retainage: Retainage may be waived for contracts awarded using the small works roster process, in accordance with RCW 39.04.155(f). COVID-19: The Contractor shall comply with all federal, state, and local laws related to COVID-19 applicable to this project and in effect at the time the work is performed.
