No bidder may withdraw their bid after the hour set for opening until after the lapse of sixty (60) days from the bid opening. Schiller Way Apartments, located at 9326 SE Schiller St., Portland, OR 97266 is a 24-unit apartment building built in 1999. The project consists of ventilation improvements in all residential units and roof rehabilitation on all main upper roofs and 1 lower roof of residential buildings. Questions posed during the tour that are not addressed in the Solicitation will be answered by addendum. Home Forward has an established goal of 28% participation by COBID and/or Underutilized Business Enterprise (UBE) firms. Prime contractors who do not meet the 28% goal will be required to submit proof that good faith efforts have been made to contract with certified COBID subcontractors. This project is subject to State of Oregon BOLI Prevailing Wage Requirements. The wage determination applicable for the duration of this project is Davis-Bacon Residential OR20220017, dated May 6, 2022. Home Forward may reject any bid not in compliance with the prescribed bidding procedures and requirements, may reject any or all bids, and waive all informalities if doing so is determined by Home Forward to be in the public interest. Questions regarding this project should be directed to dzana.malagon@homeforward.org Upon receipt of Notice to Proceed from Owner, the time allocated to perform the work shall commence immediately and all work covered by these documents shall be substantially completed within 60 consecutive calendar days.
