The Proposer who is awarded the contract shall perform and carry out, those services necessary to complete the SPARTANBURG COUNTY WELLFORD LANDFILL PHASE VII MSW CELL 1B CONSTRUCTION. Construction of a 9.35-acre MSWLF cell (Phase VII, Cell 1B) at an existing, operating, landfill to include final preparation of the cell subgrade area, a standard composite liner system including low permeability compacted clay liner, HDPE geomembrane liner, leachate collection system, and operational cover materials. Work under this contract also includes installation of leachate collection layer, installation of leachate collection pipes and cleanouts, and the construction of a temporary access road into Phase VII Cell 1B area. Alternate Bids will also be taken for multiple items referenced in the scope of services. The project site is located at 595 Little Mountain Road, Wellford, SC 29385. The Phase VII, Cell 1B Construction includes but is not limited to, the construction of a 9.35-acre MSWLF cell (Phase VII, Cell 1B) at an existing, operating, landfill as described below and all other appurtenances and related work required. The work shall be as follows: o Erosion and sedimentation controls; o Excavation, fill placement and grading to achieve bottom of compacted soil liner grades; o Excavating, hauling, and placement of compacted soil liner; o Installation of leachate collection layer; o Installation of temporary operational diversion berm; o Installation of temporary intercell separation berm earthwork including loading, hauling, and placement; o Installation of leachate collection pipes and cleanouts; o Installation of surface water control channels; o Placement of erosion control matting in surface water control channels; o Construction of a temporary access road into Phase VII, Cell 1B area; o Abandonment of existing Phase V & Phase VI leachate cleanouts within Phase VII, Cell 1B limits; o Modification of an existing Phase V leachate collection manhole; o Re-align existing haul road; and o Seeding and mulching of disturbed areas and stockpiles. Bid Bond: When applicable, Proposer shall submit with their proposal a bid bond in the amount of five percent (5%) of the proposal price. This bond may be in the form of Certified Check, Cashier's Check or Bank Money Order of any national or state bank and shall be made payable to Spartanburg County. Proposals submitted without being accompanied by any of the foregoing, as required, shall be considered non-responsive and will be rejected.
