The City of Placentia ("City") seeks proposals from qualified firms for On-call Architectural & Engineering Services in support of various capital improvement projects for public buildings, parks, and recreational facilities. The City of Placentia desires to establish an on-call list of up to five (5) design consultants with an outstanding reputation, capacity, knowledge, and a proven track record to provide the City with on-call architectural, structural, civil, mechanical, electrical, plumbing, and related engineering services which may be required in connection with planning, design, and renovation of existing buildings and facilities. Special services may be requested as warranted by specific projects, including but not limited to, geotechnical engineering; land surveys; life safety/code consulting; audiovisual; physical and electronic security design; parking structure design; Code analysis; implementation programs for sustainable site and building design, which may include LEED goals and documentation The City shall not guarantee assignment of work to consultants as part of this Request for Qualifications (RFQ). Consultants shall be selected and matched for each project at the sole discretion of the City of Placentia, based on their qualifications and experiences. The City of Placentia may also choose to seek alternate proposals during the term of this established list of consultants. The initial contract term for this list shall be for a period of three (3) years, with the right to extend the terms of this contract for one (1) additional two (2) year extension, subject to satisfactory negotiation of terms and the annual availability of funding and budget. Responses must conform with the requirements of this RFQ to be accepted and evaluated. The City reserves the right to waive any irregularity in any proposal or to reject any proposal which does not comply with this RFQ. Modifications to the RFQ, including, but not limited to the scope of work, can be made only by written addendum issued by the City. Selection of the proposers will be made solely by the City on criteria established by the City. By submitting a project qualification, the proposer agrees to all the terms of the RFQ and the Agreement (Appendix A), unless exceptions to the RFQ or the Agreement are stated by the proposer in its proposal. The successful proposers will be required to enter into an Agreement, which will include the requirements of this RFQ as well as other contract requirements. The City reserves the right to reject any proposal(s) exceptions or changes to the Agreement or Request for Qualification. Technical questions about the requested services that might require a clarification of the RFQ should be submitted in writing, and responses shall be provided in writing. This RFQ includes a description of the scope of work, proposal requirements, and instructions for submitting your proposal. Chapman Avenue If hand-delivered, proposals must be delivered to the same address as above and delivered to the City Clerk receptionist. Proposals must address the requirements of the RFQ in the exact order set forth in Section 3. They should be as concise as possible and must not contain any promotional, advertising, or display material. City Council Contract Award and Selection - August 2022 The term of the agreement is for three years, with one potential twoyear extension. The starting contract not-to-exceed amount for each consultant shall be $150,000 under this RFQ. City reserves the right to enter negotiations with any of the qualified consultant on the on-call list. The City reserves the right to reject any proposal(s) exceptions or changes to the Agreement or Request for Qualification. The City reserves the right without prejudice to reject any or all proposals. City reserves the right to accept or reject any or all proposals and to waive any informality or irregularity in any proposal received by the City. The method of Contractor Selection has not been Determined at this time.
