Clarification Deadline 6/14/2022 5:00 PM The project consists of furnishing all labor and materials necessary for final closure cap system construction over approximately twenty-two and four tenths (22.4) acres of the landfill, new landfill gas system improvements and modifications to the existing system, installation of new landfill utilities and modifications to existing utilities to suit final closure, and all miscellaneous related landfill and site work included in the Bidding Documents. Work associated with this project will be completed over two construction seasons, 2022 and 2023, with construction milestone deadlines for specific components of work outlined in the Summary of Work. Landfill final closure cap system work consists of: Preparation of intermediate cover subbase for cap installation; Construction of twenty-two and four tenths (22.4) acres final capping system consisting of HDPE geomembrane system, with a composite geonet drainage layer, a composite geonet underdrain, and final cover soil; Construction of surface water drainage swales and downchutes; and all associated earthwork and site restoration. Landfill gas system modifications and improvements consists of: Installation of sixteen (16) landfill gas wells; Installation of wellheads and pumps; Installation of landfill gas header and lateral piping; installation of air lines and condensate forcemain piping for landfill dewatering; Installation of three (3) HDPE landfill gas condensate knockout manholes, modifications to existing landfill gas infrastructure and modification of two (2) HDPE condensate knockout manholes, including all associated piping and pumps; and installation of all associated utility and landfill gas piping to connect the new landfill gas wells to the existing landfill gas system, compressed air to the well pumps, and force main discharge piping. Landfill and site utilities modifications and improvements consists of: Decommissioning and removal of existing leachate system, landfill gas system, hot water, stormwater, electrical, and communication utilities; Construction of two (2) leachate system control station structures including all associated piping and components; Installation of single and dual contained leachate force main systems; modifications to existing leachate pump station structures; stormwater infrastructure modifications and improvements; Integration of new utility infrastructure to the existing landfill system; all electrical work to provide a complete and operational system; Modification of hot water supply and hot water return piping; and all associated earthwork and site restoration to facilitate landfill utilities modifications and to suit closure. The work is to be substantially completed for Owner's use within 480 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $2,000.00 per calendar day will be assessed after the date for Substantial Completion. Final completion of the work shall be within 540 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $1,000.00 per calendar day will be assessed after the date for Final Completion. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form. For information concerning the proposed work, contact John J. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to Contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Wages paid to employees of the successful bidder shall be subject to the requirements of the Pennsylvania Prevailing Wage Act. No Bidder may withdraw their Bid within sixty (60) days after the actual date of the opening of Bids. The County will not award a contract to anyone who cannot prove to the satisfaction of the County that they have sufficient experience in landfill construction and closure, and are financially able and organized to successfully carry out the work covered by the Bidding Documents in the required time. Each Bid shall be accompanied by completed questionnaires relating to the Bidder's qualifications and financial status. The County reserves the right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents, to waive any informality in Bids received, and to accept that Bid which in its judgement best serves the interest of the County.
