The Town of Kiawah Island, a political subdivision of the State of South Carolina (hereinafter "Town of Kiawah Island" or the "Town") will receive proposals from individuals, corporations, partnerships, and other legal entities authorized to do business in the State of South Carolina, for the purpose of providing Debris Monitoring Services as defined by the Federal Emergency Management Agency (FEMA) Public Assistance regulations, policies and guidance prescribed and South Carolina Department of Transportation (SCDOT). Additional FEMA and SCDOT guidelines pertaining to conduct of, documentation of activities and expenses, and general administration of debris monitoring activities shall be incorporated into any agreement issued. It shall be the responsibility of all parties to obtain and maintain the current policies, procedures, guidelines, and instructions published by FEMA on Debris Monitoring Services and by South Carolina Department of Transportation. The Town reserves the right to accept or reject any and/or all proposals, to waive irregularities and technicalities, and to request resubmission. Any sole response received by the first submission date may or may not be rejected by the Town, depending on available competition and timely needs of the Town.
