The CITY reserves the right to amend the terms of this Request for Qualifications (RFQ) to circulate various Addenda, or to withdraw the RFQ at any time, regardless of how much time and effort CONSULTANTS have spent on their responses. Project Description The improvements associated with the Bay Street Pedestrian Pathway Project include; the construction of ten (10) Segments of a paved and/or cantilevered multi-modal pathway located between the Port of Bremerton's Waterfront Park and the Kitsap Transit Foot Ferry Terminal at the Annapolis Dock (Segments #2 thru #11) with Segments #2, #3, #4 and #5 completed. In total, there are approximately 0.9 miles of multi-modal pathway for bikes and pedestrians located within either City Right-of-Way or acquired Easements to improve connectivity of non-motorized transportation between Downtown Port Orchard and Annapolis. Although a Federalized Project, the remaining Construction Phase will be funded using a State Connecting Washington (CNWA) Grant, therefore State Prevailing Wages and Buy America are applicable, but no Davis-Bacon or DBE. It is anticipated that the Right-of-Way Phase will be completed and Certified by the end of 2022 or Spring 2023, with the obligation of construction funds and the Advertisement for the Project to follow. Scope of Work The Work to be performed by the CONSULTANT consists of providing to the CITY, from the Summer 2022 to the Summer 2023, Professional Engineering Services to include; 1) Civil Engineering 2) Structural Engineering 3) Construction-related Permitting; Demolition, Lead/Asbestos Abatement, Environmental/HPA, Building and Site Development. 4) Engineer of Record - Bid and Construction Support (not CACM).
