The purpose of this Clean California project is to beautify a small underserved rural community and highway/main street situated near the southern gateway to the Carrizo Plain National Monument and the Bitter Creek National Wildlife Refuge. The design is intended to improve livability for residents, and to create a more eye-catching and favorable community impression to increase tourist business and support a more stable and vibrant local economy. 3.
