Description of Improvement: This project will install a concrete path to connect Frontage Street to the library, a walking path around Wright Factory Site, the grading, top soiling and seeding of Wright Factory Site, and the demolition of abandon items contained on site and items incidental there to. Location WRIGHT FACTORY SITE RECREATIONAL PATHS AND SITEWORK (25% HUD SECTION 3 WORKER LABOR HOURS & 5% TARGETED WORKER LABOR HOURS) (FEDERAL CDBG FUNDS) Bids will be received by the Director of Public Works of the City of Dayton, State of Ohio for the following improvement: Wright Factory Site Recreational Paths and Sitework (25% Hud Section 3 Worker Labor Hours & 5% Targeted Worker Labor Hours) (Federal CDBG Funds) The purpose of the pre-bid conference is to explain Section 35.14, 35.15 and 35.16 of the City of Daytons Revised Code of General Ordinances (R.C.G.O.) regarding Equal Employment Opportunity and various rules and regulations of the Section 3 Final Rule Implemented by the U.S. Department of Housing and Urban Development. On November 30, 2020, the U.S. Department of Housing and Urban Development implemented the Section 3 Final Rule which shifted the focus of the provision from new hires for temporary opportunities, to long-term employment and job permanency for low-income workers (Section 3 workers). Section 3 is a provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. Section 3 regulations ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and Local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons As required by the Section 3 Final Rule, 25% of all labor hours spent on this project must be performed by a Section 3 worker, and 5% of all labor hours spent on this project must be performed by Targeted Section 3 workers. Under the Agreement resulting from this offer, the Contractor must comply with all Section 3 Requirements.
