Estimate is $178,720.50 Bids are Invited for the following Community Development Block Grant Project(s): Blakely Borough Mott Haven Plot Street Improvements Project., as designed by KBA Engineering, 25 Washington Ave., Jermyn, PA 18433.The purpose of this project is to repaving four residential roadways, starting at Electric Street for Gasparini Drive, Fox Court, and Blakely Street ending at Railroad Avenue by the borough housing complex. Resurfacing these roadways will improve access for the residents of the Mott Haven neighborhood to Main Street as well as access to area stores and public transportation. This project will mill the existing damaged pavement structure, being the pavement top course, to the specifications of the Pennsylvania Department of Transportation publication 408 current edition. Base Repairs will be determined on an as needed basis once milling is completed. Checks must be made payable to the Lackawanna County Treasurer. Each bid shall be accompanied by a bid bond or certified cashier's check, in favor of Lackawanna County, in an amount not less than ten percent (10%). Bidders must submit with their bids all forms listed in the Attachments to Plans and Specifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract. Alternatively, those contractors wishing to drop off bids may do so by contacting Lackawanna County Controller's office upon arrival. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. Bidders who have been contacted and to whom commitments have been made must submit documentary evidence of minority and women business enterprises and Section 3 business concerns. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid may be withdrawn for a period of 60 days.
