This request for proposals is for a feasibility study to review the existing Balch Field Restroom Building and adjacent electrical building with respect to repair, renovation and/or expansion of the facilities. The project shall be conducted in three (3) phases, with award being made for Phase 1; Phase 2 and 3 will be negotiated. Scope of Work: Phase 1 (including but not limited to): 1. Assist the Town by preparing a feasibility study to investigate and assess existing conditions of the Balch Field Restroom Building and adjacent electrical building; 2. Analyze and report possible repairs, renovations, improvements and/or expansion of the facilities; 3. Develop base drawings to use in later design phase; 4. Provide a draft feasibility report for feedback from Owner 5. Submit a final feasibility report for presentation to various Town Boards and Town Meeting 6. Provide cost estimates for each of the proposed solutions/upgrades Phase 2: Develop and provide facility design and Construction Documents for public bidding by General Contractors and assist the Town through the bidding process. Phase 3: Provide Contract Administration Services throughout the award period, construction process and close-out period. The Phase 1 fee is not to exceed $30,000. Phases 2 and 3 will be negotiated, should the Town decide to proceed with construction. Phases 2 and 3 are dependent upon the Towns appropriation of additional funds. The Town will hold open an option, at its sole discretion, to retain the selected engineer/architect for Phases 2 and 3 or to seek other proposals. The proposal must be filled out and signed as directed therein, sealed in an opaque envelope addressed to the Purchasing Department, Norwood Town Hall, 566 Washington Street, 3 rd Floor, Norwood, MA, endorsed with the name and address of the offeror and marked "Balch Restroom Feasibility Study, CONTRACT #NRD-22-04 Every proposal shall be on forms furnished by the Town. Proposals submitted on other forms may be rejected. The contract award shall be made within 30 working days after the opening of proposals. The Town shall have the right to reject any and all proposals or parts thereof, or items therein, and to waive any defects or irregularities as to form, therein in accordance with MGL. The Town of Norwood notifies all participants that minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex, or national origin or handicapped status in consideration for an award. The method of contractor selection has not been determined at this time
