Caution : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation that would result in the tender being restrictive or conditional. IMPORTANT NOTICES Recommendation for submission of tenders electronically In order to preserve the health of the personnel of its organization, the Company is implementing preventive measures to combat the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic bidding system. Authorization to contract/certificate from Revenu Quebec It is strongly suggested that bidders submit as soon as possible, according to the requirements of the contract documents, their request for a certificate from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics, in order to to ensure that these requirements are met before the deadline date and time indicated in the Instructions to tenderers and/or in the Additional Instructions . Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission56@sqi.gouv.qc.ca . Subcontractors Submissions All subcontractors subject to the Quebec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic transmission system submissions (TES). WORKS DURATION The work required under this invitation to tender must be completely completed within 16 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date of the authorization to start work. The probable start date of the work is between July 27 and August 27, 2022. SUBMISSION GUARANTEE The tender must be accompanied by a tender guarantee corresponding to 10% of the amount of the tender. - When the tender is submitted on paper, this tender guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the article "Tender guarantee of the Instructions to Bidders . - When the tender is transmitted electronically, this tender guarantee must be presented in the form of a bond or an irrevocable letter of guarantee and comply with the conditions mentioned in the "Tender guarantee" article of the Instructions to tenderers . No other form of guarantee is accepted with this mode of transmission. TERMS Only bids submitted by bidders who meet the following conditions will be considered: have, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal business hours; have the required qualifications and hold the licenses required under the Building Act (CQLR, chapter B-1.1). INFORMATION MEETING / SITE VISIT No information meeting or site visit is planned. No physical presence on the premises of the opening is now permitted and no subsequent viewing of the video recording of the opening is possible, neither recording nor broadcasting of it. This new rule is put in place as an additional measure to combat the spread of COVID-19. TRANSMISSION OF COMPLAINTS All complaints made to the Societe under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca , no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below maximum three working days before the deadline date and time for receipt of tenders , taking care to mention the SEAO contract, project and notice numbers in the subject line of the email. The Company also asks the tenderer to use the form Questions during the call for tenders when it is provided for in the tender documents by addressing a maximum of 25 questions per form.. If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
