This is a Pilot project in California to install a SMART freeway system, which is a comprehensive, holistic approach to planning and operating freeways to optimize traffic flows. The system uses coordinated adaptive ramp metering (CARM) and other traffic management tools to ensure the traffic on the freeway achieves optimum flow without breakdown. Services are anticipated to include pre-construction plan, specification, and estimate (PS&E) review, and bid analysis support. Construction management services include contractor interface and contract administration, office engineering, change order preparation and claim analysis, and other assorted duties as appropriate for construction management of a state highway facility and a leading-edge traffic management systems. The method of Contractor Selection has not been Determined at this time. Deadline for written questions is Thursday, June 30, 2022, at 2:00 p.m.
