Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Pre-Bid Meeting No Online Q&A Yes Q&A Deadline 06/09/2022 12:00 PM (PDT) From pre-qualified firms ("Firm(s)") to perform Labor Compliance Consulting Services ("Services") for the Asphalt Replacement Project at Burbank Elementary School, Whittier Elementary School, Lindsey Academy, and Cleveland Elementary School as described below. Asphalt Replacement Project which consist of four (4) school sites all built between various years. Luther Burbank: 501 Junipero Avenue, Long Beach, California 90814 Whittier Elementary School: 1761 Walnut Avenue, Long Beach, California 90813 Perry Lindsey Academy: 5075 Daisy Avenue, Long Beach, California 90805 Cleveland Elementary School: 4760 Hackett Avenue, Long Beach, California 90713 Each site will receive asphalt replacement, repavement, and striping to the hardcourt and parking lot areas as shown on the contract drawings. Construction contract is estimated to be $2,000,000, including a $200,000 allowance at each site, with the exception of the Cleveland Site. Cleveland will be phased in two summers. Phase 1 is estimated at $1,000,000.00. This project is a 60 consecutive day project. There is not a Community Work Program or a Skilled and Trained Workforce Program for this project. The District is seeking the services of a firm to provide Labor Compliance Services for the Asphalt Replacement Project described above. Preparation and assistance with pre-construction meetings and weekly construction meetings; interviewing workers on the job site; reviewing weekly work and certified payroll reports including review for correct worker classification, wage determination, and apprentices performing work for all contractors and subcontractors; and completion of project File Review and responding to all public records requests. Consultant shall provide professional services related to the coordination of contractors' and subcontractors' compliance with Labor Code, prevailing wage and related requirements on District project(s). All Services shall be provided on an as needed basis and shall include, without limitation, the following: 1. Consultant shall arrange and participate in pre-job conference / job-start meeting(s) with contractors and provide all required information regarding the contractor's and District's obligations on the District's project(s), including: a. The contractor's duty to pay Davis Bacon or California prevailing wage, whichever is stricter, under Labor Code section 1770 et seq. b. The contractor's duty to employ registered apprentices on the public works project underLabor Code section 1777.5. c. The penalties for failure to pay prevailing wages and to employ apprentices includingforfeitures and debarment under Labor Code sections 1775, 1777.7, and 1813. d. The requirement to keep and submit copies upon request of certified payroll records ("CPR(s)") under Labor Code section 1776, and penalties for failure to do so under LaborCode section 1776(g). e. The prohibition against employment discrimination under Labor Code section 1777.6, theGovernment Code, and Title VII of the Civil Rights Act of 1964. f. The prohibition against accepting or extracting kickbacks from employee wages under LaborCode section 1778. g. The prohibition against accepting fees for registering any person for public work under Labor Code section 1779, or for filling work orders on public works under Labor Code section1780. h. The requirement that the contractor be properly insured for Workers Compensation underLabor Code section 1861. i. The requirement that the contractor abide by the occupational, safety, and health laws andregulations that apply to the project. 2. Monitor contractors and subcontractors use of apprentices and journeyman to ensure compliancewith all applicable laws related to prevailing wages and Labor Code requirements. 3. Assist the District in any way as may be required to resolve any work stoppage or lockout as mayoccur. 4. Only upon the District's request, Consultant shall audit payroll records, when necessary. Audits shallmeet the requirements set forth in CCR, Title 8, Subchapter 4, Appendix B. Consultant shall request,in writing, any and all back-up documentation from contractors when required to perform an audit including, without limitation, timecards, cancelled checks, cash receipts, trust fund forms, accounting ledgers, tax forms, daily logs, employee sign-in sheets, and any other record maintained for the purpose of reporting payroll. 5. The Firm shall not be required to review all certified payroll record(s) ("CPR(s)") or to collect all CPRsfor all workers on a project. 6. Process and respond to requests for documents, records and information related to various projects,pursuant to the Labor Code and, when applicable, the California Public Records Act. The method of Contractor Selection has not been determined at this time.
