Notice of Proposed Contract Actions (Pre-solicitation Notice) Synopsis: Notice of Proposed Contract Actions (Pre-solicitation Notice) Synopsis: 1333ND24QNB190040 Classification Code: Y -- Construction of structures and facilities This is a notice of proposed contract actions as prescribed under the FAR subpart. 5.204 and FAR subpart 36.213-2 (Pre-solicitation Notices). Set Aside/Size Standard This requirement is an 8(a) set aside for Small Businesses. The North American Industrial Classification System (NAICS) code for this acquisition is 236220, Commercial and Institutional Building Construction, the size standard is $45 Million. Agency/Office: National Institute of Standards and Technology (NIST) Location: 100 Bureau Dr, Gaithersburg, MD Title: Building 101 2nd Floor Open Office Renovation Background: Building 101 at the National Institute of Standards and Technology (NIST) is the main administration building for the NIST Gaithersburg Campus. Building 101 consists of an 11-story administrative office tower and a sprawling first-floor and basement level. The first floor of Building 101 houses the central campus conference facilities, the NIST research library, and the main campus cafeteria. The basement level houses the NIST fitness center, badging and security offices, telecommunications suites, and the campus health unit, among other occupancies. The office tower, floors 2 through 11, house a variety of administrative support and managerial office functions. Although the original design intent and functions of the lower levels and office tower floors remain largely intact, changing trends, new technologies, and the age of the facility, in general, have been eroding their role as a center where NIST researchers can meet with one another and members of the public to collaborate and innovate. The NIST Administrative Space Strategic Plan, finalized in 2014, provides a planning strategy and conceptual plans for the reorganization of administrative and public space within the principal administrative facilities on the campus. One of the goals of this Strategic Plan is to bring space utilization rates within the Department of Commerce (DoC) standard of 170 net assignable square feet (NASF) per person while allowing flexibility for the administrative program units to expand, shrink, merge, or reorganize as needed. This DoC standard applies only to administrative spaces such as offices, private conference rooms, copy centers, dedicated mail and storage spaces, training rooms, and break areas. Specialty support space, IT and utility spaces, laboratories, shops, warehouse space, and other similar areas are not counted as areas in the utilization calculation. Scope & Description of Services: The National Institute of Standards of Technology (NIST) intends to issue a Request for Proposals (RFP) for construction services at Building 101. This project is intended to provide a Firm-Fixed-Price construction contract for the National Institute of Standards and Technology (NIST). CLIN 0001: Contractor shall perform construction services to renovate the 2nd Floor of Building 101. -CONSTRUCTION DOCUMENTS (DRAWINGS AND SPECIFICATIONS) FOR THIS REQUIREMENT WILL BE TRANSMITTED UNDER SEPARATE COVER. CLIN 0002: Contractor shall replace induction units on the 2nd floor, except those serving the stairwells (total of 71). -Replacement induction units shall be Price Industries RIU-TB, EB Air Control MG, or equivalent 2-pipe for heating with a 4-inch inlet. Duct transition shall be provided as necessary to align with the existing outlet in the existing enclosure. The existing enclosure shall be re-used. -The contractor shall replace associated piping and valves to ball valves off of the riser. -Contractor shall provide a new modulating control valve Belimo B210 with TR24-SR actuator or equivalent. One visual logic display, Alerton VLD-362 or equivalent, shall be provided for each space served by perimeter induction units. Each induction unit in a space shall be controlled by a single visual logic display. Each visual logic display shall be connected to the existing building BAS. -Contractor shall provide 1-inch rigid insulation between the induction unit and the perimeter wall. -Contractor shall provide material submittals per Division 01 specifications.
