The Small Business Administration standard of 45.0 million dollars in annual receipts averaged over a business's latest three (3) complete fiscal years or (except in the Business Loan and Disaster Loan Programs) five (5) complete fiscal years to determine the average annual receipts. If a business hasn't been in business for five (5) years, multiply its average weekly revenue by 52 to determine its average annual receipts. This contract will be a Total Small Business Set-Aside, and the contractor shall be selected by Federal Acquisition Regulation (FAR) Part 15.1 Source Selection procedure. Background Overview: The National Marine Fisheries Service (NMFS) is responsible for providing cutting-edge and vital science in support of the US economy and sustainable management of fisheries resources in marine ecosystems. NMFS facilities must support this science with specialized facilities and systems for conducting research on live marine organisms. The NMFS Northwest Fisheries Science Center (NWFSC) mission supports the conservation and management of living marine resources and their habitats in the Northeast Pacific Ocean. NMFS research assists resource managers in making sound decisions that build sustainable fisheries, recover endangered and threatened species, sustain healthy ecosystems, and expand domestic seafood production through sustainable marine aquaculture. The Manchester Research Station is a key component of the NWFSC, providing the region's only laboratories supported by a seawater system. This seawater system is beyond its useful life, presents operational and safety hazards, and must be replaced. A 100% Design and Specification package, which provides detailed project requirements will be included in the published Solicitation. Project Description: Generally described as follows but not limited to: This project proposes to construct a new seawater filtration and distribution system providing 2400 gallons per minute (GPM) for critical research on Endangered Species Act listed species. The new system will need to be constructed while the existing system is operating at 100% capacity. This effort will include solicitation of construction services, contract award, and overall execution of the seawater system construction. The major functions include: Approximately 3000-4000 linear feet of excavation and installation of seawater distribution lines Construction of equipment pads Construction of a head tank Installation of pumps, filters and UV sterilization equipment Quality Control and Commissioning of system to ensure proper operation Management of site construction activities on an active campus to ensure no disruption or impact to onsite science and operations. NOTE: There are known locations of petroleum and dioxin contamination on the Manchester site. The design notes these locations and attempts to avoid these areas but there is the possibility of exposing some contaminated soil during the excavation. Site Visit Information: Offerors will have the opportunity to visit the site before submission of their technical and price proposals. The site visit details to be held at the Manchester Research Station will be outlined in the solicitation package. Currently the site visit is projected to be held on or about March 2, 2023. Project Period of Performance and Magnitude: This project shall be performed by an experienced Construction Contractor that has performed similar work. The estimated performance period is 365 calendar days. The magnitude of construction for this project is between $5,000,000.00 and $10,000,000.00.
