The City of Elmo is requesting qualifications to conduct two Preliminary Engineering Reports and to design, prepare bid packets, planning, and construction engineering services to address the city's Water and Wastewater Systems. Funding for the report is expected to be through the Missouri Department of Natural Resources, American Rescue Plan Act of 2021 (ARPA) program. The reports should adhere to 10 CSR 20-8.11 Engineering - Reports, Plans, and Specifications for Wastewater and adhere to the Minimum Design Standards for Missouri Community Water Systems effective Dec. 10, 2013 for Water Improvements. Qualification information provided to the City shall include: A. The specialized experience and technical competence of the firmwith respect to the type of services required; (20% determining factor) B. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project; (20% determining factor) C. The past record of performance of the firmwith respect to such factors as control of costs, quality of work, and ability to meet schedules; (25% determining factor) D. The firm's proximity to and familiarity with the area in which the project is located; (25% determining factor) E. The firm's professional experience in designing systemsfor wastewater and/or water projects; (10% determining factor). Once the most qualified firm is selected, engineering agreements will be negotiated. The engineering agreements may be amended to include design and construction engineering services. The execution of the agreements shall be contingent upon the availability of funds.
