The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to provide all necessary labor, supervision, equipment, and supplies to resurface approximately 9.43 miles of Bay County collector roads. The project will consist of earthwork operations, full depth mixing of existing pavement/base/subgrade, removal of existing pavement structure, replacement of base material, full depth patching, base repair in selected areas, milling, paving, and stabilization of all disturbed areas. The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 6. The Prime Vendor or Subcontractor shall be qualified in, under Rule Chapter 14-22, Florida Administrative Code, the following major classes of work: 1) Flexible Paving, 2) Hot Plant-Mixed Bituminous Courses, 3) Drainage, 4) Grading, and 5) Pavement Marking.
