PURPOSE:
The Virginia Department of Transportation (herein referred to as "VDOT"), is soliciting bids from qualified firms to provide all equipment, labor, tools, and transportation necessary to perform on-call, as needed patching operations on primary and secondary routes in Lee, Scott, Wise and Dickenson Counties within the Wise Residency of the Bristol District in accordance with the specifications contained herein.
This contract will be awarded in four (4) lots. Bidders may bid on one or more lots. If a Bidder is successful in being awarded multiple lots, they must provide necessary services and equipment as specified for each lot, simultaneously.
Lot 1: Lee County
Lot 2: Scott County
Lot 3: Wise County
Lot 4: Dickenson County
PERIOD OF CONTRACT: The contract will be for a period of one year, with the start date to be determined at time of award. (renewable). QUESTIONS REGARDING THIS INVITATION FOR BID
Any questions regarding this Invitation for Bids shall be addressed to Chelsa Taylor, chelsa.taylor@vdot.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of questions or other matters raised. Provide questions by close of business five days prior to the solicitation
close date. SCOPE OF WORK: The Contractor shall provide equipment with experienced operators, labor, on-site supervision, certified flaggers, fuel, traffic control (including Portable Temporary Rumble Strips), transportation (mobilization), tools, materials, supplies, and incidentals as necessary for performing paving
and flexible pavement planing on various primary and secondary routes in Lee, Scott, Wise, and Dickenson Counties on an as-needed basis. Work shall include removing deteriorated pavement, disposal of unsuitable materials, cleaning the area, and repairing with the appropriate asphalt plant mixes. This will include short sections of the roadway, shoulders, and other special paving projects not to exceed 500 feet of continuous paving. All work performed under this contract shall be under the direction of the Contract Administrator or designee. For each assignment, the Contractor shall be required to report within five (5) working days after notification and furnish the equipment and service requested by VDOT If you plan to participate in the Mandatory pre-bid teleconference you must provide the following information via email to chelsa.taylor@vdot.virginia.gov no later than 5:00 p.m., on the business day prior to the scheduled conference.

At the start of the conference, the Contract Officer will conduct a roll call to identify the individuals participating on the call. Participants will be requested to provide their names, company and contact information during the roll call. Participants who did not provide their information in advance will be requested to provide their name, company and contact information during the roll call. Bids will only be accepted from those Bidders who are represented during the teleconference roll call.
