A Performance and Payment Bond issued by a Surety licensed to do business in New York State. To be considered competent, the Performance and Payment Bond must be provided within 24 hours of Receipt of Bids. Clarifications requested by bidders must be received by email at the office of the Architect not less than 7 days before date set for receipt of bids (Last acceptable day for clarification requests is June 29, 2022.) The Contract, if awarded, shall be determined by the low responsible Bid, subject to the Owner's right to reject any or all Bids and waive any informality in the Bids or in the bidding and to accept the Bid or Bids which, in their judgment, is in their own best interest
