Site work and new construction of a fitness / recreation center in Panama City, Florida. Conceptual plans call for the construction of a 100,000-square-foot fitness / recreation center; and for site work for a fitness / recreation center.

Bay County is seeking statements of qualifications from firms to provide Architectural and Engineering (A&E) services for the design of the Western Region Resiliency Center ("the Center"). The scope of work includes but is not limited to design of an approximately 100,000 square feet Resiliency Center above code to withstand winds of 200 m.p.h. and supporting exterior improvements. The building should also be elevated to protect against the 500-year flood event. The project involves design of a multipurpose events facility plus exterior site improvements. The Center is planned to serve a number of the community's unmet needs during normal times (Blue Skies) and during times of crisis (Gray Skies). This combination of use helps ensure the facility will be a game-changing asset as the community continues to grow and diversify its economy as well as respond to, and recover from, future storm events. Outside of disaster events, the facility will function as an indoor sports complex and conference center. Awarded firm may be required to work in conjunction with a separate firm that may be designing a 17,000 square foot building within the Sports Complex located at 50 Chip Seal Parkway, Panama City Beach, FL 32407. Portions of this project may be reimbursed by the Hazard Mitigation Grant Program (HMGP) DR-4399-133-R, as approved by the Florida Division of Emergency Management (Division) and the Federal Emergency Management Agency (FEMA). Funding for the project made possible through these grants is contingent on strict conformance to guidelines set forth by FDEM and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 2. The Sub-Recipient (County) shall hire an Architectural/Engineering Firm or Individual to conduct Phase I (Design) and Phase II (Construction Engineering) of this project. Phase I Design shall include but is not limited to preliminary engineering designs, calculations, and specifications, surveys, permitting, and notices for the proposed project, for Phase II approval. Phase II Construction Engineering shall include but not be limited to submittal review and approval, assistance in responding to contractor RFIs during bid advertisement and construction, and performing site visits on an as-needed basis to observe construction activity and conformance with contract plans and specifications and applicable permit conditions. All work shall be completed in accordance with all applicable federal, state, and local laws, regulations, and codes. All Architectural and Engineering work must be completed within 240 calendar days of Notice to Proceed. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time. All firms, to include sub-consultants, shall be State of Florida licensed professionals. Architect and Engineering firms shall be Florida licensed firms. Architects shall hold a Florida Professional Architect license. Engineers shall hold a Florida Professional Engineer's license. Surveyors shall hold a Professional Land Surveyor's License. All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant's Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall ensure that full compliance therewith is maintained at all times.
