A timeline for award has not yet been established.** The Bay County Board of County Commissioners (County) seeks bids from qualified vendors to provide all necessary labor, supervision, equipment, and supplies to resurface approximately 17.96 miles of Bay County collector roads. The project will consist of earthwork operations, full depth mixing of existing pavement/base/subgrade, removal of existing pavement structure, replacement of base material, full depth patching, base repair in selected areas, paving, and stabilization of all disturbed areas. The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 6. The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124. Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) Monday, April 18, 2022. The Prime Vendor shall be qualified in, under Rule Chapter 14-22, Florida Administrative Code, the following major classes of work: 1) Flexible Paving and 2) Hot Plant-Mixed Bituminous Courses. Additionally, the Prime Vendor or Subcontractor shall be qualified in 3) Drainage, 4) Grading, and 5) Pavement Marking.
