Bay County is seeking statements of qualifications from firms to provide Architectural and Engineering (A&E) services for the design of the SABRE Event Center to be constructed adjacent to the Western Region Resiliency Center at the Panama City Beach Sports Complex on Chip Seal Parkway. The scope of work includes but is not limited to design of an approximately 17,000 square feet Event Center and supporting exterior improvements that will expand the conference, collaboration, and support capabilities of the venues located on the grounds of the Panama City Beach Sports Complex. Awarded firm may be required to work in conjunction with a separate firm that may be designing the Western Region Resiliency Center, a 100,000 square foot building within the Sports Complex located at 50 Chip Seal Parkway, Panama City Beach, FL 32407. The County shall hire an Architectural/Engineering Firm or Individual to conduct Phase I (Design) and Phase II (Construction Engineering) of this project. Phase I Design shall include but is not limited to preliminary engineering designs, calculations, and specifications, surveys, permitting, and notices for the proposed project, for Phase II approval. Phase II Construction Engineering shall include but not be limited to submittal review and approval, assistance in responding to contractor RFIs during bid advertisement and construction, and performing site visits on an as-needed basis to observe construction activity and conformance with contract plans and specifications and applicable permit conditions. All work shall be completed in accordance with all applicable federal, state, and local laws, regulations, and codes. All Architectural and Engineering work must be completed within 240 calendar days of Notice to Proceed. Each Proposal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Proposal deadline. Special Accommodation: Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124. Respondents, their agents, or associates shall refrain from contacting or soliciting any members, directors, or staff of the County Board of County Commissioners (BCC), or the Bay County Tourist Development Council (TDC), directly or indirectly, regarding this RFQ during the ranking, selection and negotiation process. Failure to comply with this provision may result in the disqualification of the respondent. Proposers shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) Monday, July 11, 2022. For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered respondents (those who have been registered as receiving a solicitation package) receive the documents. The Method of Contractor Selection has not been determined at this time.
