Site work for a water / sewer project in Warren, Ohio. Completed plans call for site work for a water / sewer project.

The Project is located in Champion Township, Trumbull County, Ohio, and consists of installing 4,664 linear feet of 18" PVC SDR-35 gravity sanitary mainline, 1,644 linear feet of 6" sanitary laterals and 13 precast concrete manholes for houses along a portion of State Road. Project No. 4-S-16 contains the following approximate quantities of work for which proposals will be accepted: 6" PVC Sanitary Sewer (including excavation) .......................................183 L.F. 6" Directional Drill Sanitary Lateral ..................................................... 1,461 L.F. 18" PVC SDR-35 Sanitary Sewer (Including Excavation).......4,664 L.F. 18"x6" PVC Wye ....................................................................... 38 Each 4' Diameter Sanitary Manholes .......................................................13 Each Said project shall also include restoration and other miscellaneous items. These items are a partial listing of quantities contained in the Bid, therefore, Bidders should review Bid forms for a complete itemization of all quantities of work. The total project cost for the work has been estimated to be $1,311,255.00 The Contractor shall substantially complete the work within 180 days of the 'Notice to Proceed' date. Bids must be submitted using only forms contained in the bound Project Bid Documents and must be sealed in individual envelopes addressed to the TRUMBULL COUNTY COMMISSIONERS. The Project name must be clearly shown on the outside envelope. Full names and address of the party or parties making the Bid and all persons interested therein shall be named in the Bid Documents. Each Bidder must be currently registered on the Trumbull County licensed drain layer list and must submit evidence of experience on projects of similar size and complexity, along with verifiable references for such work. Each Bidder must furnish a Bid Bond, signed by a Surety Company authorized to do business in the State of Ohio, in the sum of 100 percent of the amount bid, or a Certified Check, Cashier's Check, or Letter of Credit, revocable only by Trumbull County, equal to 10 percent of the amount bid. Such Bid Bond or check is a guarantee that if the Bid is accepted, a Contract will be entered into and the performance of it properly secured by a Performance and Payment Bond in the amount of 100 percent of the Contract, in accordance with Section 153.54 of the Ohio Revised Code. All Contractors and Sub-Contractors involved with this project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the Contract. Additionally, Domestic Steel Use Requirements, as specified in Section 153.001 of the Ohio Revised Code apply to this project. Copies of Section 153.001 of the Revised Code can be obtained from any offices of the Department of Administrative Services. Contractors and Sub-Contractors shall be required to comply with Equal Employment Opportunity requirements of the Ohio Administrative Code Chapter 123, The Governor's Executive Order of 1972 and the Governors Executive Order 84-9. This project is subject to requirements of Affirmative Action in Employment, Presidential Order 11246 'Equal Employment Opportunity', as amended, Title VI Housing and Community Development Act of 1964, Section 3 of the Housing and Community Development Act of 1968, and Section 109 of the Housing and Community Development Act of 1974, the Copeland "Anti-Kickback" Act as supplemented in Department of Labor Regulations (29CFR Part 3), and the "Contract Work Hours and Safety Standards" Act as supplemented by Department of Labor Regulations (29 CFR Part 5). The successful bidder or any sub-contractor will be required to conform with federal labor standards, federal Prevailing Wage Rates, and the Davis-Bacon Act as supplemented by the Department of Labor regulations. Attention is directed to all Bidders that a 'Non-Collusion Affidavit' must be signed. The successful Bidder must sign a statement concerning Personal Property Taxes, in accordance with Ohio Revised Code, Section 5719.042. Attention is directed to all bidders that Trumbull County adopted a "Drug and Alcohol-Free Workplace Policy" on September 7, 2016, and terms of this Policy also apply to any Contractor[s] directly reimbursed for services through the County; that a copy of this Policy is to be part of the Bid; and that each Bid be accompanied by a "Sign-Off Sheet" duly signed by the Bidder. The Contractor shall pay liquidated damages in the amount of $500 for each consecutive calendar day of delay beyond substantial completion. As Owner of the project, Trumbull County reserves the right to reject any or all Bids, to waive any informalities or irregularities in Bids received, to request additional information relative to a Bidder's job experience and/or equipment, to increase, decrease or omit any Item in the Contract Documents, and/or to accept the Bid deemed most favorable to the County by the lowest, most qualified Bidder, in accordance with provisions of the 'Method of Award of Contract', Page IB-6 of 'Instructions to Bidders' and the 3/7/2018 'Adopt Resolution Establishing Best Bid Criteria for Capital Construction Projects and Other Enumerated Bids' as recorded in the Board of Trumbull County Commissioners Journal Volume 147, Pages 21470 - 21472. If, in the opinion of Trumbull County or a delegated representative thereof, the lowest Bid is not deemed most qualified or favorable and in the best interest of the County, the County may accept another Bid so opened or reject all Bids and re-advertise for other Bids. A Contract shall be awarded to the lowest and/or best Bidder as soon as practical after Bid opening, subject to the reservation of the preceding paragraph. The successful Bidder must enter into a Contract with Trumbull County within 10 days after receipt of the formal 'Notice of Award', in compliance with 'Instructions to Bidders', Section IB.19. No bidder may withdraw his bid for a period of 60 days after the time of opening bids. Please direct any questions to Charles R.
