The City of St. Martins requests qualifications for engineering design and inspection services related to stormwater improvements within Niekamp Park. The proposed project is currently seeking grant funding from the American Rescue Plan Act (ARPA) funds through the Department of Natural Resources (DNR). A Park Master Plan was prepared in July 2021. An initial engineering assessment is currently being prepared related to this project. The project will involve the design of channel stabilization/modifications in the southeast portion of the park and the design of stormwater detention/bioretention basin(s) down-stream of these channel improvements. Public education signage will also be included. Information provided to the City of St. Martins must include: 1. The specialized experience and technical competence of the firm with respect to stormwater projects or related work; 2. The capacity and capability of the firm to perform the work in question, including specialized services, within a period of twelve months; 3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; 4. The firm's proximity to and familiarity with the area in which the project is located; 5. References from previous clients of related work with the firm within the past five years; And 6. Documentation of compliance with E-Verify requirements. The firm will be selected based on the above qualifications. Once the most qualified firm is selected, a cost for engineering design will be negotiated separately from the cost for inspection. Contracting for these two activities will occur separately and costs/payments associated with each will be clearly defined. Contracts executed for all engineering design services and construction inspection services will be contingent upon the award of the grant and commitment of all project funds.
