The City of New Bloomfield, Missouri requests qualifications for preliminary engineering services, preparation of a facility plan, and subsequent engineering design and construction services, for drinking water, wastewater, and stormwater improvement projects to be financed by, but not limited to, the American Rescue Plan Act (ARPA), Missouri Department of Natural Resources - State Revolving Fund (MDNR-SRF), United States Department of Agriculture - Rural Development (USDA-RD), and/or Department of Economic Development - Community Development Block Grant (DED-CDBG). The general scope of the improvement projects in New Bloomfield consists of: 1. Drinking Water - Waterline replacement and extensions, new water supply well, backup power system for well facilities, hydraulic modeling, interconnection with neighboring water systems, storage evaluation 2. Wastewater - Wastewater treatment facility improvements (MDNR Schedule of Compliance for E. coli), capacity evaluation, regionalization evaluation, sewer main repair and/or replacements, I&I improvements 3. Stormwater - Capacity evaluation, repair and/or replacements of stormwater facilities, realigning drainage, erosion control Qualification information provided to the City of New Bloomfield shall include: 1. The specialized experience and technical competence of the firm with respect to the type of services required or related work 2. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project 3. The past record of performance of the firm with respect to such factors as cost control, quality of work, and the ability to meet schedules 4. The firm's proximity to and familiarity with the area in which the project is located 5. References from previous clients of related work 6. Experience with administration and assistance with funding sources available to municipalities in the State of Missouri An engineering firm will be selected based on the above qualifications. Selection may be made based on submittals alone or a subsequent interviewing process of the best applicants at the discretion of the City of New Bloomfield. Once the most qualified firm is selected, an engineering agreement will be negotiated. The City of New Bloomfield reserves the right to select more than one engineering firm and assign separate projects and tasks to each firm.
