Demolition and site work for a municipal facility in Ogdensburg, New York. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The City of Ogdensburg invites sealed bids for the demolition of up to seven (7) structures of various types, at various locations within the City of Ogdensburg. Work to be as per the Scope of Work, Technical Specifications, Survey Reports and Asbestos Variance as included in the Project Manual. The properties are as follows: 7 Brown Street Nonconforming Lot - Residential Structure R/B contiguous with 2 city-owned parcels to the North 131 Paterson Street Nonconforming Lot - Residential Structure SFR contiguous with 1 city-owned parcel to the North 624 Irvin Street Nonconforming Lot -Residential Structure SFR Condemned 402 New York Ave Nonconforming Lot-Residential Structure R/B Condemned 1000 Jefferson Ave Field House 504 Irvin Street Residential Structure 101-113 Lake Street Commercial Structure All questions regarding this Request for Bids should be emailed to Andrea L. Smith, Director of Planning and Development at: asmith@ogdensburg.org. Interpretations or clarifications considered necessary in response to such questions will be issued by Addenda and posted on the website with the bid documents. Questions received less than ten (10) days prior to the date of the opening of Bids may not be answered. There will be no pre-bid walkthrough of the subject structure. Interested parties should take note of the information disclosed in the scope of work and notes in the pre-demolition asbestos survey. Each bidder must deposit with their bid security in the amount of not less than 5% of the total bid price in the form described in the "INSTRUCTIONS TO BIDDERS". No bidder may withdraw their bid within 60 days after the date of the opening of bids. The City of Ogdensburg encourages Minority- and Women-Owned Businesses to bid and/or subcontract in this project. The City reserves the right to reject or accept any or all bids if, in its opinion, the best interest of the City will thereby be promoted and to waive any informalities or defects in such bids before or after opening. A. DESCRIPTION OF THE WORK Unless directed otherwise, the Contractor shall: 1. Remove and properly dispose of all structures, trash, rubbish, floors, sidewalks, steps and driveways from the specified parcel. 2. Remove any fuel tanks, outdoor toilets and septic tanks, cisterns, meter pits, and plug, and plug any abandoned wells. 3. Remove all materials from the demolition site and dispose of them in accordance with federal, state and local regulations. 4. Remove and dispose of appliances and other items that may contain refrigerants in accordance with 40 CFR, Part 82. Appliances and other items that may contain refrigerants include, but are not limited to, refrigerators, freezers, dehumidifiers and portable or central air conditioners. 5. Remove and legally dispose of mercury-containing materials including fluorescent, high-pressure sodium, mercury vapor, metal halide light bulbs, and thermostats containing a liquid filled capsule. PCB-containing materials include capacitors, ballasts, and transformers where the component is contained within a metal jacket and does not have a specific, legible label stating no PCBs are present. 6. Abate and dispose of ACM per all applicable regulations prior to demolition. 7. Disconnect, cap and provide GPS coordinates for all utility services before demolition (coordinate with Ogdensburg Department of Public Works). 8. Perform site clearance, finish grading, final seeding and cover, and restoration. Note: Final grading requires approval from the City of Ogdensburg Code Enforcement Officer prior to the application of final seeding and/or hay. 9. Complete the demolition work in accordance with these specifications
