Owner wishes to replace their water meter radio transmitters with SE modules for a fixed network. Project includes the supply of 380 SE modules (compatible with the existing Badger mechanical meters), one gateway collector, and 75 new 3/4 " Badger meters to be used where the existing meter is not functional or is not compatible with the new SE module. All equipment shall be compatible with Tyler Technologies billing software. Installation shall be completed by City of Walker. The City of Walker, Iowa, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. A pre-bid conference is not scheduled for this project. Each Bid shall be made on the Bid Form prepared for this purpose, which may be obtained from the Engineer. Any alteration in the official Bid Form will entitle the Owner, at its option, to reject the Bid from consideration. The Owner reserves the right to reject any or all Bids, to readvertise for Bids or to defer action on the Bids received for a period not to exceed thirty (30) days from and after the date and time specified in this Notice to Bidders for receiving said Bids, and to waive irregularities and informalities. Payment of the cost of said project will be made from cash on hand and/or received, payable from any fund or funds of Owner which may be legally used for such purpose, including, but not limited to, any of the following sources, or any combination thereof, at the sole discretion of Owner: (1) past and/or future earnings of Owners utility; (2) proceeds of the sale and issuance of General Obligation Bonds and/or revenue bonds (or project notes anticipating the sale of such bonds); (3) federal, State or local grants or loans; and (4) proceeds from the sale of warrants, as authorized by Section 384.57 of the Code of Iowa. Payments will be made to the Supplier in accordance with the Contract Documents This public improvement is being constructed pursuant to the provisions of Chapters 26 and 573 of the latest edition of the Iowa Code, including revisions.
