The Screven County School System is soliciting proposals to provide all necessary equipment, materials, labor, insurance, and supervision to provide and install new security chain link fencing around Screven County Elementary School and Screven County Middle School. The awarded respondent will provide materials and install new fencing throughout the property. Qualified proposers interested in providing a proposal shall be knowledgeable and adequately qualified to perform the work described. Qualified proposers shall have a minimum of five (5) years experience in the related field of work and have experience with at least five (5) projects that were of similar or larger scope and size as included in this bid package. All interested proposers must provide the pertinent required data The school system reserves the right to reject any and all proposals and to waive technicalities. The school system will award the agreement/P.O. based on the proposed cost, including any addendum, adjusted quantities and/or systems as deemed applicable, completeness of the proposal package, any offered discounts, qualifications, the ability to complete the work in the specified time frame, references, proper insurance and workman's compensation coverage, e-verify compliance, other required forms and data, subsequently provided data and other factors which the system deems important. That being the case, it is the School System's intent to award the project to the company that submits the lowest priced proposal and also meets the other requirements of the RFP. However, there should be no assumption that the low price proposal will necessarily be awarded. Proposals may not be withdrawn for a period of forty-five (45) days after the date of receipt of the proposal, except as otherwise expressly provided by applicable law. The contract, if awarded, will be on a stipulated sum basis. A performance bond and a labor and material payment bond, each in an amount equal to 100% of the contract sum, will be required of the successful proposer. These bonds are to be executed by a surety company licensed to do business in the state of Georgia, be listed on "Department of the Treasury Circular 570" and have an A.M. Best Company rating of at least Class "A", with a financial size of VI or better. Bonds must be accompanied by a letter stating the company's current rating for verification prior to acceptance by the owner.
