The City of Shaktoolik and the Native Village of Shaktoolik (Owner), through their respective governing bodies, are soliciting proposals for professional engineering services in support of community resiliency projects. The objective of this solicitation is to establish an indefinite delivery, indefinite quantity (IDIQ) term contract with a multi-disciplinary engineering consultant firm (Consultant) to provide on-call planning, environmental assessments, design, permitting, and construction management services for community resiliency, infrastructure protection, and infrastructure development projects for the community of Shaktoolik, Alaska. Shaktoolik intends to execute a multi-jurisdictional IDIQ term contract with the selected Consultant under which both the City and Tribal entities representing the community of Shaktoolik may issue Task Orders (TO) for service. It is anticipated that the Task Orders will be funded by various State and Federal sources. Proposers should carefully review this solicitation for errors, questionable or objectionable materials, and items requiring clarification. Companies shall put these comments and/or questions in writing and submit them to Technical Support Elizabeth Wulbrecht at least five (5) calendar days before the due date of proposal submittal. This will allow time for an addendum to the solicitation to be issued, if required, to all recipients of the solicitation. If questions received involve no more than directing the questioner to a specific section of the solicitation, questions may be responded to verbally or via email, and do not require a written addendum. All firms are required to hold any and all necessary applicable professional licenses and registrations required by law. Proof of professional licenses is required with the RFP. Obtaining and ensuring compliance to all licensing and registering requirements is the complete responsibility of the firm. Shaktoolik, located on the northern end of a sand and gravel spit between a river and the Bering Sea, is the most environmentally threatened community in Alaska according to the Statewide Threat Assessment. The community's location leaves it vulnerable to erosion and flooding from increasingly impactful storms. There is no breakwater or sea wall to protect the community. Shaktoolik's current top priority is to construct a taller storm surge berm to protect against the 50- year event modeled by the Army Corps of Engineers. ANTHC has supported Shaktoolik by creating a funding plan that matches community priorities with funding opportunities, providing technical assistance to Tribal staff, and support with grant applications. ANTHC has supported Shaktoolik in submitting twelve grant applications. The Consultant shall provide the following services to support Shaktoolik's goals of climate resiliency and hazard mitigation. The City of Shaktoolik and the Native Village of Shaktoolik reserves the right to waive informalities, and to make a selection as deemed in its own best interest. This includes the right to reject all proposals and proceed utilizing a different process. The method of contractor selection has not been determined at this time.
