The City of Merced is seeking proposals to provide consulting services specific to the administration of Community Facilities Districts. Questions regarding this request should be directed to Faye S. Law, Senior Accountant, City of Merced, at lawf@cityofmerced.org In 2003, the City of Merced approved a policy requiring all new development within the boundaries of the City to form or annex to a Community Facilities District pursuant to the Mello Roos Community Facilities Act of 1982 for the provision of certain services to such new developments. Currently, there is one (1) such district that is made up of approximately 43 improvement areas. Exhibit A -Improvement Areas map. The services to be provided by this district may include all or a portion of the following: police and fire protection services, maintenance of parks, landscaping, parkways, open space and storm drain maintenance and other services authorized or to be authorized by the Act. In addition, there are three (3) Community Facilities Districts formed for the purpose of infrastructure financing. These bonded districts require additional services in accordance with the requirements set forth in the financing agreement and the bonds indentures. Exhibit B Bond Districts map. In this regard, this Request for Proposal (RFP) document describes the City's basic needs and provides an opportunity for outside vendors to review and suggest the best means of providing services to the City of Merced at the lowest cost. The Method of Contractor Selection has not been determined at this Time.
