PURPOSE The purpose of this Invitation for Bid (IFB) is for the Virginia Department of Energy / Abandoned Mined Land Repurposing Program to obtain sealed bids for reclamation/construction work on the Eagle Avenue Drainage Project. The Eagle Avenue Drainage Project is located at 5720 Eagle Avenue, Wise, Virginia. In summary, the Scope of Work shall consist of the installation of temporary and permanent drainage structures according to these plans and specifications, and revegetation of all disturbed areas on the site known as Eagle Avenue Drainage Project for the Commonwealth of Virginia. The purpose of this conference is to allow potential Bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation. Due to the importance that all Bidders have a clear understanding of the specifications / scope of work and requirements for this solicitation, attendance at the pre-bid conference will be a prerequisite for submitting a bid. Attendance at the pre-bid conference will be evidenced by the Bidder or their representative's signature on the pre-bid conference attendance roster. SCOPE OF WORK The work performed under the terms of this Specification consists of the installation of temporary and permanent drainage structures according to these plans and specifications, and revegetation all disturbed areas on the site known as Eagle Avenue Drainage Project for the Commonwealth of Virginia. The job site is located at 5720 Eagle Avenue, Wise, Virginia. The intent of this Specification is to prescribe the complete work of the project. The specification permits and directs the work conducted by the selected Contractor. If there are any contradictions between the Specifications and Drawings, the Contractor shall bring these facts to the attention of the Agency and obtain the Agencys' decision as to the true meaning and intention. The Contractor remains responsible for timely identifying any conflicts found to the attention of the agency. In the absence of a formal written response from the agency, or in the event the Contractor fails to bring such to the attention of the agency, the Contractor is responsible to ensure compliance with the most stringent requirement.
