Notice is hereby given that the City of East Chicago, Lake County, Indiana, by and through its Department of Redevelopment, is soliciting an Invitation for Bids (Sealed) from professional construction firms to renovate the eleven (11) unit residential building and site commonly known as 3507 Guthrie Street, East Chicago, Indiana, 46312 Any contracts awarded under this Invitation for Bids are expected to be funded in part by a grant from the Department of Housing and Urban Development's (HUD's) Home Investment Partnerships Program (HOME) funds. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Invitation for Bids or any resulting contract. This is a Section 3 project (24 CFR Part 75) and will require, to the greatest extent feasible, fulfilling the objectives of Section 3 and ensuring that economic opportunities, most importantly employment generated by this project shall be directed to low- and very low-income persons, particularly - though not exclusively - those who are recipients of government assistance for housing or residents of the City of East Chicago. As a Section 3 project, the total number of labor hours worked on the project will be required to be reported for three categories of workers; 1) All worker labor hours worked, 2) Section 3 worker labor hours worked, and 3) Targeted Section 3 worker labor hours worked. Because the project is a multifamily residential building built prior to 1978, it will also require lead-based paint abatement (24 CFR Part 35, as amended), for lead-based paint poisoning prevention in certain residential structures. All prime contractors, subcontractors, small, minority or women owned enterprises (i.e., MBE/WBE) and other interested parties properly licensed in the City of East Chicago, Indiana to do work are invited to participate. The project is expected to be completed within ten (10) months from the date established on the authorized Notice to Proceed or Change Order(s), whichever is later.
