The Otay Water District (District) will require the services of an environmental consulting firm(s) to provide professional environmental services in support of the District's Capital Improvement Program (CIP) and Operations and Maintenance projects for a period of three fiscal years (2023 - 2025) on an as-needed basis, for a not-to-exceed amount of $500,000. The consultant shall prepare environmental studies, perform biological and cultural resources surveys, prepare CEQA and /or NEPA documents and perform a variety of other environmental tasks as required by the District Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of Qualifications (SOQ) to Lisa Coburn-Boyd, Project Manager, at lisa.coburn-boyd@otaywater.gov. If a firm has submitted a SOQ to the District within the last two (2) calendar years, and the qualifications remain current and accurate, then only a LOI is required. Consultants must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. If a consultant submits a proposal, but is not registered with the Department of Industrial Relations, their proposal will be considered unresponsive. Request for Proposal (RFP) materials will be e-mailed to qualified firms on Wednesday, July 6, 2022. All questions regarding the consulting services should be referred to Lisa Coburn-Boyd via e-mail prior to issuance of the RFP. The method of Contractor Selection has not been determined at this time.
