Congress has mandated that APHIS inspect all ARS animal research facilities for compliance with animal welfare regulations and procedures. Management felt that the facilities generators and blower systems critical for life support needed to be monitored to prevent loss of fish and critical research to be compliant with animal welfare policies. The existing monitoring equipment is 3G and not supported any longer and has become unreliable and must be replaced. There is 4 of the emergency generators that are close enough in vicinity (Bldg.#1A and Bldg.11) that they can share monitoring equipment an eliminate the need for 2 monitoring devices. The minimum requirements for this replacement equipment/install are: 1. 8 control panels 2. 8 communicators 3. 8 external antennas for communicators installed in maximum reception locations 4. 8 Voltage monitors 5. 8 Relay to activate alarm 6. 8 weatherproof for controls, keypads, cellular module 7. Voltage monitors on generator side of the transfer switch. 8. Must use Verizon cellular service (Verizon seems to be the most reliable cellular provider in the area) 9. Must provide 2 year- 24-hour free tech support, 1 year on site free tech support, 1 hour on site response time if needed. 10. Free unlimited text or phone call notifications to multiple phones 11. Must have available zones on each control if needed for future expansion 12.
