Question Deadline: 6/24/2022 05:00 PM (CT) Webb County is requesting Statement of Qualifications from professional engineering consultants to prepare a comprehensive Water and Wastewater Masterplan for the entirety of Webb County's Certificates of Convenience and Necessity (CCN) areas which are comprised of CCN #12704 (water) and CCN #20807 (sewer) to include projections for a five (5), ten (10), twenty (20) and fifty (50) year growth plan. Consultants who submit SOQ must have Professional Civil Engineers licensed in the State of Texas and must be experienced in the field of water right acquisition, water intake design and operation, water treatment plant design and operation, water distribution, wastewater collection, lift station design and operation, waste water treatment plant design and operation, capable of performing system condition assessments, knowledgeable about planning for future upgrades and expansion for this type of infrastructure. The project goal is to develop a comprehensive water and wastewater master plan that enables Webb County to strategically plan and budget for the implementation of future water and wastewater expansion based on projected growth, demand, regulations and recommend water and wastewater system improvements. This solicitation will comply with the State of Texas Procurement laws and with the Code of Federal Regulations 200.318 - 200.327 (General Procurement Standards). All new supplier registrations must be completed one workday prior to official due date of submittal. In addition, WEBB COUNTY shall not, under any circumstances, be bound by or be liable for any obligations with respect to this public solicitation until such time (if at all) a professional service agreement has been awarded and all approvals obtained in form and substance satisfactory to the WEBB COUNTY have been executed and authorized by the WEBB COUNTY Commissioners Court, and then only to the extent of such fully executed agreements.
