The Santa Ana Watershed Project Authority (SAWPA) requests proposals from qualified firms to perform weather modification (cloud seeding) operation services for a four year weather modification Pilot Project for the Santa Ana River Watershed. In an effort to increase the natural precipitation and snowpack in all or portions of the Watershed, this Pilot Project is anticipated as an additional means to increase local water supply. The work will be performed by a consultant under the supervision of the SAWPA, a Joint Powers Authority that delivers regional water solutions supporting its member agencies. SAWPA plans and builds multi-benefit projects increasing water supply, protecting water quality, providing recreation opportunities, and restoring the environment of the Santa Ana River Watershed. SAWPA is composed of five member agencies: Eastern Municipal Water District, Inland Empire Utilities Agency, Orange County Water District, San Bernardino Valley Municipal Water District, and Western Municipal Water District.
