Renovation of a military facility in New Orleans, Louisiana. Completed plans call for the renovation of a military facility.

This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will not be issued. Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z02922Q0043072 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses. Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable. Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. This is a small business set aside, the applicable NAICS code is 238220 and small business size standard is 16.5M. This solicitation will result in a Firm-Fixed Price Construction Contract awarded to the offeror with the Lowest Price. Offerors must be actively registered in System for Award Management - https://www.beta.sam.gov. The U.S. Coast Guard Base New Orleans Industrial building has a requirement to replace Trane rooftop unit (RTU) A/C and associated outdoor components (A/C) system at Base New Orleans Industrial building. Please see the attached Statement of Work for specifications of work. 45 DAY ARO FOB Destination to: USCG Base New Orleans 1790 Saturn Blvd. New Orleans, LA. 70129-2270 FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Submit quotes to the following e-mail address: Clarence.henshawjr@uscg.mil Any and all questions regarding this solicitation shall be submitted in writing to the Lead Purchasing Agent. PART 1 GENERAL 1. INTENT: The intent of this project is to replace the Trane rooftop unit (RTU) A/C and associated outdoor components (A/C System) as defined in this scope of work, located at US Coast Guard BASE New Orleans. 2. SCOPE OF WORK: Contractor shall furnish all labor, tools, materials, transportation, equipment, supervision, and personnel to perform the replacement of the identified A/C system at Base New Orleans, LA. This unit is located on the roof and will require contractor equipment to remove and replace from the roof. No repairs outside of the Statement of Work criteria are authorized without permission from the contracting officer or their representative. 3. QUALIFICATIONS: Contractor shall provide personnel who have the knowledge, qualifications, certifications and working experience to perform the functions outlined in the Performance Requirements and shall be licensed and certified to work on A/C systems. All personnel shall have at a minimum an understanding of operation, maintenance procedures, and regulatory requirements associated A/C systems. 4. CONTINUITY OF FACILITIES OPERATION: Schedule work to minimize interference with the facilities normal operations. Perform all on-site work between the hours of 8:00 AM and 5:00 PM, Monday through Friday (federal holidays excluded), unless otherwise approved by the Contracting Officer or Contracting officer's representative. 5. GOVERNMENT FURNISHED MATERIALS: None PART 2 PERFORMANCE STANDARDS 1. PERFORMANCE REQUIREMENTS: Contractor shall provide all services and equipment to remove and replace on-e (01) Trane rooftop A/C unit at Base New Orleans, LA industrial building facility in accordance with below. All work shall comply with current International Building Codes. Contractor will not replace thermostats, duct work, or copper line sets without prior approval by the Contracting Officer or Contracting Officer's representative. 1) Industrial Building Roof: Remove one (01) Trane model# WSC120A4R0A2G00000000000 rooftop air conditioning unit. 2) Replace in kind with (01) rooftop air conditioning unit. Replacement models shall be equivalent to existing in capacity, performance, and efficiency rating. 3) Provide proper fit up and plumbing of all plenum's, ductwork, and refrigerant and drain lines with the newly installed units. 4) Provide startup of all equipment. 5) Contractor shall be responsible for proper disposal of any and all waste including the proper disposal of waste refrigerant. 2. CONDITION FOUND REPORT. Contractor shall submit a written proposal within 3 business days to the contracting officer for any additional work items, or material needed for the proper start up and operation of the HVAC system in conjunction with this scope of work. No additional work or installation of additional equipment will be performed with-out express authorization from the contracting officer. 3 TESTING: Contractor shall properly test and place the systems in operation in the presence of the Facilities Engineer or their representative. 4. SITE VISIT: Site visits are recommended. All site visits should be scheduled with the Contracting Officer, Facilities Engineer and/or their representative. POC: MKCS Daniel J. The contractor shall be fully licensed and certified to work on HVAC and Electrical equipment. The contractor shall furnish all personnel with and require donning of required personal protective equipment (PPE). The contractor shall safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to contractor operations and activities, and avoid interruptions of Government operations in the performance of services. 6. DELIVERABLES. With-in 14 business days after repairs are performed the contractor shall provide a detailed system report with work performed to U.S. Coast Guard Base New Orleans Facilities Engineer. Contractor shall submit a condition found report with-in 3 business days to the Contracting Officer for any additional work or materials needed to ensure proper start up and operation of the HVAC system in conjunction with this scope of work. This is solicitation is set aside for Total Small Business firm using NAICS Code of 238220 with a size standard of 16.5K The Magnitude of Construction is between $25,000 and $100,000. Federal Acquisition Regulation Clauses and Department of Labor wage rates for construction are included in this solicitation and are applicable. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. Evaluation Process: The quote will be evaluated to determine technical acceptability and a fair and reasonable price.
