The Sweetwater County Board of County Commissioners is requesting proposals from a qualified vendor(s) to replace the current OSSI system with a fully integrated Detention Centre Control PLC/ HMI based System. The system will be able to be controlled from control stations within the jail and maintain appropriate security and control as required for a detention facility. The selected vendor will provide installation, programming and training on the new software as well as be able to support the system as required by a 24/7 facility. The vendor will also be replacing all 96 cameras within the facility and adding an additional 15 cameras. Implementation will also require connecting to 35 existing ONVIF compliant Axis cameras that are used at the Justice Centre Complex The County is looking to select a partner that will be able to install and support the system and provide excellent customer service. This project is funded by Coronavirus State and Local Fiscal Recovery Funds (CFDA 21.027) and all applicable federal and state laws will apply. Bidder must not be presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any federal department or agency pursuant to 31 CFR section 19.300, or are published as ineligible on the System for Award Management, a GSA administered website (www.sam.gov). The purpose of debarment and suspension procedures are intended to prevent waste, fraud and abuse. The Board of County Commissioners of Sweetwater County hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit proposals in response to this Invitation and will not be discriminated against on the grounds of race, religion, sex, colour, national origin, age or disability. Facsimile and or other electronic forms of the Proposal will not be accepted. It will be the sole responsibility of the vendor to have their proposal delivered to Sweetwater County before the closing hour and date. Late proposals will not be accepted. All proposals shall be marked on the exterior: Sweetwater County Detention Centre Security Control and Video Surveillance System Replacement. Vendors are welcome to attend. Proposals shall be guaranteed for 90 days after opening date. This will allow for review of proposals and to make recommendation to the Board of County Commissioners for award. The Selection Committee will review the proposals submitted, establish a list of finalists based on pre-established review criteria, and determine a recommendation of award to the Sweetwater County Board of County Commissioners. All proposals will be presented to the Board of County Commissioners of Sweetwater County for acceptance and awarding the contract(s) at their regular meeting, held on the 16th day of August, 2022 at 8:30 a.m. in the Meeting Room of the Board of County Commissioners. The Board of County Commissioners of Sweetwater County reserves the right to reject any or all proposal, to waive any informalities or technical defects in proposals, as may be in the best interest of Sweetwater County.
