All bids shall be addressed to the President and Board of Trustees, Village of Orland Hills and shall indicate the project and Contractor name, address, and phone number. The proposal shall include a bid bond for 5% of the total bid in accordance with IDOT standards (or equal) OR a cashier's check for 10% of the total bid made payable to the Village of Orland Hills to insure that the contractor will be able to provide a performance bond to guarantee completion of the awarded contract. Description of Work: This contract includes all the labor, equipment, and materials to export UP TO approximately 9,600 cubic yards of excess topsoil from the site AFTER all existing trees on the site are removed, the entire site grubbed, and the existing topsoil is stripped and stockpiled BY OTHERS. Bidder Qualifications: Only contractors with a current IDOT Certificate of Eligibility for this type of work OR contractors that can demonstrate that they have successfully completed similar projects, project owner references, and equipment resources to complete this project will be recommended for this work. Proposal Booklet: A digital copy of the proposal documents will be sent back upon review and recommended approval as a qualified contractor. There will be no charge for the digital copies. Funding and Scope Adjustments: This project is being funded entirely with non-MFT funds. The Village of Orland Hills reserves the right to adjust the project scope prior to the award if is determined to be in the best interest of the village and acceptable to the contractor. The village also reserves the right to adjust quantities as recommended by the design engineer as work progresses. Compliance: The contractor shall be required to comply with all Federal, State of Illinois, Cook County, and Village of Orland Hills applicable laws, acts, disclosures, certifications, and prevailing wages. Completion Deadline: All work must be completed by October 14, 2022 unless additional time is requested and granted by the Village of Orland Hills. Liquidated damages in accordance with article 108.09 of the Standard Specifications for Road and Bridge Construction will be imposed for failure to meet this deadline. Rejection of Bids: The President and Board of Trustees of the Village of Orland Hills reserve the right to waive technicalities and to reject any or all proposals as provided in Article 102 of the "Standard Specifications for Road and Bridge Construction," prepared by the Department of Transportation of the State of Illinois. This project has been awarded to Schwartz Excavating in the amount of $162,624.00
