Site work and new construction of a detention facility in Tuscaloosa, Alabama. Completed plans call for the construction of a 108-bed detention facility; and for site work for a detention facility.

The Tuscaloosa County Sheriff's Office is seeking bids on 1.) a Modular Detention Facility equipped to house 108 inmates. The facility(s) must be Delivered and installed by vendor at designated property adjacent TO the Tuscaloosa County Jail Facility at 1600 26 TH Avenue Tuscaloosa, Alabama 35401. Minimum requirements and specifications are for use in establishing general performance and quality levels and are not meant to limit or restrict bidding. Bidders may offer any manufacturer's equipment which meets or exceeds the minimum requirements. The proposer shall clearly state any and all exceptions to the minimum requirements, and the County shall consider such exceptions when evaluating proposals for award. Failure to list such deviations shall denote that respondent has taken no exception and shall furnish equipment which is fully in compliance with the specifications contained herein. Temporary, modular complex (i.e. The Complex) must provide jail units with segregation of areas for common area, sleeping, hygiene area and exercise yard that is movable and is also removable within approximately a 30-day time period. The complex shall be erected near the existing Tuscaloosa County Jail in a specific location to be determined by the Tuscaloosa County Sheriff and the Tuscaloosa County Commission. The complex must be provided a modular jail units having a maximum capacity of 108 beds on a single story level.. The complex shall include an enclosed, open air exterior inmate exercise yard. The complex shall have a minimum internal ceiling height of 96". Total site dimensions for the entire complex shall not exceed 100' x 215'. Exposed interior wall and ceiling surfaces preferably will be stainless steel throughout the complex, but may include carbon steel with approved surface treatment. Carbon steel surfaces shall not exceed 15% of total interior wall surfaces in the complex. Surface treatment may also be applied to stainless steel surfaces where approved. The complex must include a HVAC system providing reasonably acceptable internal ambient air quality and temperature. The complex shall include fire alarm/ detection and suppression systems meeting or exceeding applicable commercial and statutory standards. The complex shall include detention grade emergency exit lights at each exit. Interior lighting shall be consistent with reasonable commercial and statutory standards above finished floor for all high traffic areas. Exterior lighting shall be provided and abide by applicable standards as well. Provide sufficient exterior lighting to illuminate the perimeter of the jail units for security. The common area must include connections to install at least one flat screen wall-mounted television. The complex must include a network closet(s) separate from any mechanical closets that will allow for the following equipment to be provided by Tuscaloosa County at its expense: Security camera system; Prisoner telephone system; Prisoner communication systems; The complex must include: Emergency lighting Emergency air supply system; Emergency shutdown capability for all utilities from the guard stations; Acceptable ambient air conditioning; and Consistent water temperature. The electrical facilities of the assembled complex must be capable of being connected to an electrical output consisting of 300 amps, 120/ 208, 3-Phase 5-wire. The complex must be delivered and installed within approximately one hundred and twenty (120) days of award of contract. The parties understand and agree these are being purchased in contemplation of the commencement of a construction project and time is an essential part of the bid package. The complex must have suitable insulation to maintain suitable temperatures (65-75 degrees Fahrenheit) during winter/ summer temperature extremes in tandem HVAC equipment as specified herein. Tuscaloosa County will provide a level site for the Complex. The controls for the lights need to be at the guard station for the complex, and they need to be able to go to a night light mode in the sleeping areas. The detention locks on the doors should be able to be keyed, as well as controlled electronically. Install that temporary complex that is not to exceed 100' x 215' on that said campus. The State of Alabama requires that, where necessary, a cashier's check or bid bond payable to the Tuscaloosa County Sheriff's Department in an amount not less than five (5%) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract. A performance bond in the amount of 100% of the base bid and a payment bond in the amount of 100% of the base bid will be required of the successful bidder. No bid shall be withdrawn for a period of thirty (30) days unless extended by mutual agreement, after the scheduled closing time for the receipt of the bids. Bids must specifically itemize all labor, material, and other costs in a specific manner. Further, all materials shall be described in detail, including but not limited to, any manufacturer warranties accompanying the material. Further, any warranties offered by the bidder should be included and detailed within the bid documents. The bidder must be in compliance with the laws regarding conducting business in the State of Alabama. The bidders certifies that the bidder and any proposed subcontractors either are presently in compliance with such laws or shall be in compliance with such laws prior to any resulting contract award. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owners judgement, the best interests of the Owner will thereby be promoted. Please mail early.
